Panoramic Associates is currently working with a Local Authority client to facilitate the appointment of an experienced Head of Procurement to provide senior leadership across the procurement function and support the delivery of compliant, value-driven procurement activity across the organisation.
Responsibilities of the Role:
- Lead the council’s procurement function, setting priorities and ensuring consistent delivery across the procurement pipeline.
- Provide strategic procurement advice to senior stakeholders, ensuring compliant routes to market and robust governance.
- Oversee complex and high-value procurements, supporting key service areas to deliver outcomes and value for money.
- Drive savings, social value, and commercial outcomes through effective category and sourcing strategies.
- Lead, coach and develop the procurement team, embedding best practice and improving ways of working.
- Work closely with Legal, Finance and service leads to manage risk, strengthen contract management, and improve supplier performance.
- Support transformation / improvement activity across procurement processes, policies and controls as required.
To be successful in the role you will have:
- Significant experience leading procurement within a Local Authority.
- Strong knowledge of public procurement regulations, governance and audit requirements.
- Proven ability to deliver complex procurements and influence senior stakeholders across multiple service areas.
- Strong leadership capability, with experience managing and developing teams.
- A pragmatic, delivery-focused approach and confidence operating at pace in an interim capacity.
Next Steps
This role is an initial 6-month contract with likely extension and is Inside IR35 (dependent on experience). You will be required to be in the office 2-3 days per week, with the remainder remote.
