Panoramic Associates is supporting a leading housing provider in appointing a Fire Safety professional to lead the organisation’s fire safety compliance, governance, and assurance functions across a substantial residential property portfolio.

This is a pivotal leadership role for an experienced fire safety professional looking to influence strategy, shape organisational culture, and ensure the highest standards of resident safety and regulatory compliance. Reporting into the senior leadership team, you will act as the organisation’s subject matter expert for fire safety, providing assurance and expert guidance on compliance performance, risk management, legislative requirements, and continuous improvement initiatives.

As Fire Safety Manager, you will be responsible for developing and delivering the organisation’s fire safety strategy, governance framework, and compliance programmes. You will ensure compliance with the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Building Safety Act 2022, and all associated regulatory requirements.

You will work closely with operational teams, contractors, residents, regulators, and senior stakeholders to ensure a proactive and risk-based approach to fire safety management across the housing portfolio.

Key Responsibilities

  • Leading the organisation’s fire safety strategy, policy framework, and assurance arrangements
  • Acting as the principal advisor to senior management and Board members on fire safety compliance, performance, risks, and regulatory matters
  • Providing oversight and quality assurance of Fire Risk Assessments (FRAs), fire door inspections, compartmentation surveys, and wider fire safety programmes
  • Ensuring compliance with all relevant fire safety legislation, guidance, and best practice standards
  • Overseeing risk-based decision making relating to means of escape, communal areas, fire precautions, evacuation strategies, signage, and firefighting equipment
  • Leading fire door inspection, repair, replacement, and installation programmes across the housing stock
  • Managing passive fire protection and compartmentation programmes, ensuring remedial works are completed within agreed timescales
  • Supporting the delivery of Building Safety Act requirements and higher-risk building obligations
  • Maintaining robust fire safety information systems, records, and compliance reporting frameworks
  • Acting as the lead liaison with enforcing authorities, Fire and Rescue Services, the Building Safety Regulator, and other external stakeholders
  • Leading responses to fire incidents, near misses, enforcement notices, serious complaints, and regulatory investigations
  • Driving continuous improvement initiatives across fire safety management, assurance, governance, and resident engagement

About You

The successful candidate will demonstrate:

  • Significant experience leading fire safety compliance within social housing, residential property, local authority, or regulated environments
  • Extensive knowledge of the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Building Safety Act 2022, and associated legislation
  • Strong technical understanding of fire risk management, passive fire protection, compartmentation, fire doors, and building safety compliance
  • Experience overseeing Fire Risk Assessment programmes and managing large-scale fire remediation projects
  • Proven ability to influence senior stakeholders, Boards, regulators, and operational teams
  • Experience managing external contractors, consultants, and compliance delivery partners
  • Strong leadership capability with experience developing and managing high-performing technical teams
  • Excellent communication, reporting, and stakeholder engagement skills
