Facilities Operations Manager
Soft Facilities Management | Local Authority
Location: London
Day Rate: £450.00 (Inside IR35)
Contract: 6 months
Running Soft Facilities Management across a Council estate is a very different proposition from managing a single building or an outsourced contract.
You’re responsible for the services people experience every day. Whether that’s ensuring buildings are clean and ready to use, maintaining safe and secure environments, delivering catering services or making sure frontline teams have the resources and support to perform.
When those services work well, they often go unnoticed. When they don’t, the impact is immediate.
Panoramic Associates and the Council are looking for an experienced Facilities Operations Manager to take strategic and operational responsibility for its Soft FM services, bringing together Cleaning, Catering, Security and Hub Management under a consistent, well-managed and customer-focused approach.
What You’ll Actually Be Doing
You’ll lead the delivery of Soft FM services across the Council’s estate, providing direct management and technical oversight to the Catering & Hospitality, Cleaning & Environmental, Security & Access and Hub Management service leads.
Your responsibilities will include:
- Leading and developing large, multi-tiered frontline teams, ensuring services are properly resourced and consistently delivered.
- Overseeing cleaning, hygiene, catering, hospitality, security and access management across Council-operated buildings.
- Ensuring Council Hubs are safe, welcoming, operationally ready and meeting the needs of building users.
- Establishing and maintaining robust operational safety arrangements covering food hygiene, environmental health, chemical handling and physical security.
- Ensuring mandatory training and certification requirements are met, including SIA licensing, Food Safety, Health & Safety and COSHH.
- Maintaining effective risk assessments and ensuring safe systems of work are consistently followed.
- Managing workforce planning, rotas, productivity, performance and employee relations across a substantial in-house workforce.
- Overseeing external Soft FM contracts, monitoring supplier performance and ensuring agreed service levels are achieved.
- Managing revenue budgets, including significant payroll expenditure, consumables and equipment.
- Leading procurement activity, ensuring value for money while incorporating sustainability and social value considerations.
- Working closely with the Technical FM Manager to coordinate operational services with reactive maintenance and wider estate requirements.
- Maintaining accurate Soft FM information within the Concerto property management system.
- Providing the Head of FM & Compliance with clear operational reporting, performance information and advice.
You’ll also participate in the Council’s emergency on-call arrangements, responding to building security and operational incidents when required.
The Essentials
-
Degree or professional qualification in Facilities Management or a related discipline.
-
Professional accreditation with IWFM and IOSH.
-
Substantial Soft FM experience across cleaning, catering and/or security.
-
Experience leading large, multi-tiered frontline teams and managing service leads.
-
Strong knowledge of food safety, physical security and environmental health regulations.
-
Experience managing workforce planning, rotas, employee relations and performance.
-
Experience managing multi-million-pound revenue budgets with significant payroll responsibilities.
-
Strong commercial contract management and procurement experience.
-
Ability to provide clear operational and technical advice to senior stakeholders.
-
Willingness to travel regularly across the Borough.
-
Ability to participate in emergency on-call arrangements.

If you’re an experienced Soft FM leader who understands what it takes to manage large frontline operations, maintain high standards and bring consistency across a complex estate, I’d be happy to have a confidential conversation.
