Transformation Manager – SEND Improvement
Location: South East England (hybrid working)
Contract: Interim, initially until 31 March 2027
Day Rate: To be confirmed
Start: ASAP
The Opportunity
A South East local authority is seeking an experienced Transformation Manager to support the delivery of a significant programme of improvement and transformation across its Special Educational Needs and Disabilities (SEND) services.
Working within the council’s transformation function, you will take responsibility for leading and delivering a range of projects designed to improve services, strengthen processes and support the authority’s wider SEND improvement priorities.
The programme includes work arising from a recent SEND inspection and subsequent improvement action plan, alongside broader transformation initiatives.
Key Responsibilities
- Lead and manage transformation and improvement projects from planning through to implementation and delivery.
- Develop clear project plans, milestones, deliverables and reporting arrangements.
- Drive progress across multiple workstreams, ensuring projects remain on track and achieve their intended outcomes.
- Work collaboratively with operational services, senior managers and wider stakeholders to implement improvements.
- Identify risks, barriers and dependencies, taking appropriate action to maintain progress.
- Support improvements to existing processes, systems and ways of working.
- Provide clear progress reporting and updates to senior stakeholders.
- Contribute to projects potentially including co-production, complaints processes and priorities within the SEND improvement action plan.
Experience Required
We are particularly interested in candidates who can demonstrate:
- Strong experience delivering transformation, change or service improvement projects within local government.
- A proven track record of independently leading projects and delivering measurable outcomes.
- Excellent project management, stakeholder engagement and problem-solving skills.
- Experience navigating complex organisations and working across multiple teams or services.
- The ability to establish structure, maintain momentum and deliver against challenging timescales.
Previous SEND experience would be advantageous. The priority is securing someone with strong transformation and project delivery experience who can quickly understand the service environment and drive improvements.
Additional Information
The assignment is initially expected to run until the end of March 2027 and will focus on defined pieces of work. Although an extension cannot be guaranteed, the authority has a range of transformation and improvement programmes, creating the potential for further opportunities beyond the initial assignment.
