Job Description – Transformation Lead (Highways & Transport) – Part-Time Contract
Location: South East
Contract length: Initial 6 months (likely to extend for the right person)
Working pattern: Part-time / flexible (typically 2-3 days per week, with scope to increase during peak phases of the project)
Day rate: £650-£700/day
Start: ASAP
Overview
An ambitious local authority is entering a significant Highways & Transport transformation programme, moving from a largely outsourced model towards a more balanced mixed economy approach.
This interim role will work closely with the Service Director / Director of Highways & Transport to provide the strategic leadership, delivery grip, and change capability required to reshape how services are planned, designed, delivered, and managed.
Key responsibilities
- Support the Service Director to shape and deliver the Highways & Transport change programme end-to-end
- Provide senior transformation leadership across:
- Operating model redesign and service restructure
- Transition planning (insourcing + re-procurement/contracting strategy)
- Building internal capability (routine highways, design)
- Governance, programme controls, milestones and benefits tracking
- Bring strong delivery leadership-ensuring plans translate into real operational outcomes
- Lead/advise on contract management strategy and future commercial approaches for capital works
- Engage senior stakeholders across the organisation (including corporate leadership), ensuring the programme has the strategic gravitas and momentum required
