Senior Business Analyst – Strategic Change
Client: London Borough of Brent
Salary: £57,150 to £60,393 per annum
Location: Hybrid, with an expectation of three days per week on-site at HA9 0FJ
Contract: Permanent
Panoramic Associates are delighted to be supporting the London Borough of Brent with the appointment of a permanent Senior Business Analyst – Strategic Change.
Brent’s new Council Plan is launching, and the focus is now firmly on how it will be delivered: what will change, what will be different for residents, and how transformation will be shaped across the whole organisation. The Council is investing in its Corporate Programme Management Office (CPMO) and Strategic Change delivery arm, and this role is a key part of the team.
Sitting within Service Reform and Strategy and reporting to a Strategic Programme Manager, you will lead business analysis across a portfolio of complex, cross-council transformation programmes. Initially, that means supporting the Council’s Target Operating Model, a whole-organisation programme with every service area in scope, alongside Resident Experience and Adult Social Care transformation.
The opportunity
You will work alongside Strategic Programme Managers, bringing the analytical capability needed to understand how services work today, what they could look like in future, and how to get there.
Brent is embarking on a test and learn approach to understand what works best for both its residents and the Council’s operations. This will require an agile mindset and is the perfect opportunity for someone with an innovative approach. You will help services articulate their problems, generate credible options and build the evidence that senior leaders need to make decisions with confidence.
What you will be doing
- Leading business analysis across assigned transformation programmes, translating strategic objectives into clearly defined change opportunities.
- Delving into service areas across the Council to understand their challenges, priorities and resident journeys, and identifying opportunities for improvement, simplification, prevention and service redesign.
- Mapping current and future-state processes, operating models, customer journeys, roles and information flows, and identifying the gaps, dependencies and implications of proposed change.
- Developing problem statements, options appraisals, recommendations and business case evidence, and challenging assumptions so that solutions address root causes rather than symptoms.
- Supporting directorates to translate Target Operating Model requirements into practical, deliverable transformation plans, working with programme managers on plans, workstreams and roadmaps.
- Defining outcomes, benefits and success measures, building benefits maps and baselines, and evaluating test-and-learn activity to inform decisions on scaling, adapting or stopping initiatives.
- Bringing together data, service intelligence, resident feedback and frontline insight, and presenting complex analysis clearly to both technical and non-technical audiences.
What we are looking for
Brent is seeking an experienced Senior Business Analyst who has led business analysis on complex transformation or service redesign programmes involving multiple services and stakeholders.
Experience of target operating model work, organisation-wide or directorate-wide transformation, or resident experience and customer journey programmes would be particularly valuable. The requirement is not for a specialist in one particular service area; what matters is the ability to step into an unfamiliar service, build relationships quickly, elicit key information and translate it into clear opportunities for change. Experience across a range of council services will help you hit the ground running.
You will bring strong knowledge of business analysis techniques, including requirements elicitation, root-cause analysis, process modelling, capability analysis and options appraisal, together with an understanding of service design and programme delivery. A recognised BA qualification (such as the BCS International Diploma or IIBA certification) is desirable, though equivalent experience will also be considered.
Most importantly, you will be curious, confident and comfortable with ambiguity: someone who can facilitate workshops with stakeholders at every level, challenge constructively and give senior leaders confidence that a way forward will be found, even when the answer is not yet clear.
Why Brent?
Brent describes itself as “a borough full of pride, culture and diversity” and is committed to delivering services that improve outcomes for residents and communities.
This is a chance to join a growing CPMO at an early stage and help shape how transformation is done across the Council, with the visibility and breadth that comes from working on its most significant cross-cutting programmes.
Brent’s values of ‘Collaborate Proactively’, ‘Lead Inclusively’, ‘Embrace Change’, ‘Be Bold and Curious’, and ‘Celebrate and Share our Success’ are central to how transformation is delivered and provide the foundation for an ambitious and supportive culture.
