Rate: £375-£500 Inside IR35
Location: Hybrid, Leeds
Length: Initial 6 Months
Panoramic Associates are working with a large public sector organisation who are undertaking a major transformation programme to replace multiple legacy applications with a single system. A critical success factor for this programme is the quality, structure and readiness of organisational data.
The position acts as a central link between operational teams, digital and IT functions, governance specialists and external delivery partners. The focus is on ensuring that data is properly understood, standardised and prepared in a consistent and controlled way before implementation begins.
Context
The programme is currently in its early phase, with initial governance structures established and preliminary data assessments underway. Data readiness has been identified as a key programme risk.
The organisation needs to demonstrate a clear understanding of its data estate, including what exists, what is required for migration and the level of quality that can be evidenced.
Key responsibilities
- Lead data assessment and profiling, which includes evaluating completeness, accuracy, duplication and structural issues
- Establish data standards and controls, setting validation criteria, naming conventions and classification structures that can be applied across multiple domains
- Develop and maintain a comprehensive data inventory
- Design and oversee data improvement activity, including tasks, rules and acceptance criteria, and support teams responsible for executing the work
- Monitor progress against plan and provide clear reporting on performance, risks and variances
- Define data mapping and transformation approach
Skills and experience
- Experience leading data quality and migration readiness within large-scale transformation programmes
- Experience supporting enterprise system implementations such as SAP, Oracle, Microsoft Dynamics or similar platforms
- Data analysis and transformation tools such as SQL, ETL solutions, Power Query or Python
- Experience within the public sector or similarly complex organisational environments
- Experience establishing or enhancing data governance frameworks
