Interim Capital Project Manager – Construction
Hybrid (Council offices – 1 day per week initially)
£450-£500 a day inside IR35
Initial 6-month contract
Panoramic Associates is currently working with a Local Authority client to facilitate the appointment of an experienced Capital Project Manager to lead the delivery of key capital works programmes, with a particular focus on healthcare-related and corporate property projects. You will oversee projects across the full lifecycle, managing delivery from RIBA Stages 1–7 and ensuring projects are delivered safely, compliantly, on time and within budget in a live public sector environment.
Responsibilities of the Role:
• Managing multiple capital projects end-to-end through RIBA Stages 1–7 (brief, design, procurement, construction and handover).
• Leading project governance, programme reporting, and ensuring adherence to council approvals and decision-making processes.
• Acting as the key interface between consultants, contractors, internal services and external stakeholders to drive progress and resolve issues.
• Supporting procurement activity (consultants/contractors), including tender documentation, evaluations and contract management.
• Managing budgets, cost reporting, risk registers, project plans and change control.
• Ensuring compliance with relevant statutory obligations, building regulations, health & safety and council policies.
• Coordinating design and technical assurance, ensuring solutions are practical, deliverable and aligned to service needs.
To be successful in the role you will have:
• Proven experience delivering capital construction/refurbishment projects within a Local Authority or wider public sector setting.
• Strong working knowledge of RIBA stages 1–7 and experience managing projects through the full lifecycle.
• Experience delivering healthcare or complex occupied-building projects (e.g., clinical / community health, specialist facilities, public buildings) is highly desirable.
• Confident stakeholder management skills, with the ability to engage services, suppliers, senior officers and external partners.
• Experience supporting procurement and managing consultants/contractors under relevant forms of contract.
Next Steps
This role is an initial 6-month contract with likely extension, offering up to £450-£500 per day Inside IR35 (dependent on experience). Hybrid working is available, with an expectation of 1 day per week in the office initially, with the remainder remote.
