Job Title: Interim Procurement Manager
Rate: £400 per day (Inside IR35)
Duration: 3 months (with potential for extension)
Working Arrangement: Full-time, Hybrid (1 day on-site per week)
Location: East of England & Remote
Panoramic Associates is currently working with a public sector client based in the East of England to recruit an Interim Procurement Manager.
This is an excellent opportunity for an experienced public sector procurement professional to step into a hands-on, operational role and make an immediate impact. You’ll be joining a busy team to support a backlog of procurement activity, working across a variety of frameworks, including call-offs, direct awards, and competitive tenders. You’ll also have the opportunity to publish adverts, notices, and tenders under the Procurement Act 2023.
Key Responsibilities:

Support the reduction of a backlog of procurement work across multiple categories, with a particular focus on building services and housing

Lead the end-to-end procurement process in line with public sector regulations

Use a range of frameworks to facilitate direct awards, call-offs, and mini-competitions

Contribute to procurement activity aligned with the Procurement Act 2023

Provide flexible, cross-category support using a strong generalist procurement skill set
Essential Criteria:

In-depth knowledge of public sector procurement regulations, including TPP training and understanding of the Procurement Act 2023

Proven experience working in a procurement function within a local authority

Demonstrable experience using a variety of framework agreements

Ability to manage and deliver multiple tenders simultaneously under public sector rules

Broad category knowledge, with the ability to operate independently and provide support with minimal supervision
