Interim Head of HR and Payroll – HR Generalist

Full-time (6-month minimum)

Derbyshire

Remote work: 3 days per week onsite

Rate: Negotiable

Panoramic Associates are working with a local authority in Derbyshire that are currently seeking an experienced Interim Head of HR and Payroll to join their team for a temporary 6-month assignment. This role requires a skilled HR professional with strong technical knowledge and a proven track record in managing HR functions and payroll processes. The successful candidate will be responsible for overseeing the HR team’s performance and providing essential support during a period of transition.

Responsibilities:

  • Lead and manage a team of 12 HR professionals, including oversight of one long-term absence.
  • Provide technical guidance and support to HR Business Partners (HRBPs) on employee relations (ER) casework.
  • Implement changes to terms and conditions for Council employees.
  • Coordinate a 3-day unpaid closedown during the Christmas period.
  • Assess and potentially reduce flexibility within the workforce.
  • Evaluate and potentially remove long service awards.
  • Support HRBPs through various service reshapes and TUPE transfers.
  • Collaborate with the service director to develop and implement a permanent HR structure.
  • Introduce key performance indicators (KPIs) and performance metrics within the HR team.
  • Review and update existing HR policies, with the interim expected to draft new policies as necessary.

Qualifications & Experience:

  • Proven experience in HR management, preferably in a leadership role.
  • Strong technical knowledge of HR principles and practices, including employee relations and payroll processes.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple projects simultaneously and meet deadlines.
  • Experience in policy development and implementation is highly desirable.
  • Relevant HR certifications or qualifications are a plus.
