Interim Business Analyst – Waste Services / Environment (Customer Access & Automation)

Panoramic Associates is currently working with a Local Authority client in the North West of England to facilitate the appointment of an experienced Interim Business Analyst to support service transformation across Waste Services and Environment, with potential to also support Adult Social Care. This role will focus on improving customer access, automating responses/communications, and mapping and streamlining back-end processes to improve efficiency and service outcomes.
Responsibilities of the Role:
- Lead end-to-end process mapping across back office operations (as-is / to-be), identifying pain points, handoffs, and opportunities for automation.
- Support improvements to customer access and customer contact journeys (digital and non-digital), including triage and response workflows.
- Gather and document requirements, translating service needs into clear functional requirements and user stories.
- Work with operational teams and technical colleagues to help design and implement workflow automation (including automated responses/notifications).
- Facilitate workshops with stakeholders to validate processes, agree future-state design and drive alignment.
- Support UAT planning/execution and help ensure changes land successfully with services.
- Produce clear documentation (process maps, requirement specs, business rules, SOPs) to support delivery and handover.
To be successful in the role you will have:
- Proven Business Analyst experience within a Local Authority setting (or wider public sector) delivering service/process improvement.
- Strong process mapping capability and experience improving operational workflows within frontline service areas.
- Experience supporting customer access / customer contact improvements and automating responses or workflow steps.
- Ability to engage and influence stakeholders at different levels, translating operational needs into delivery-ready requirements.
- Experience working across multi-service environments such as Waste/Environment services and/or Adult Social Care (desirable).
