About the Role
We’re seeking an experienced Senior Contracts Manager to lead the delivery of large-scale retrofit and planned investment programmes across a diverse housing portfolio. This strategic leadership role is essential to ensuring the efficient, safe, and cost-effective execution of capital works, energy efficiency upgrades, and building safety interventions, all while aligning with net zero targets.
The role will be responsible for managing a team of contract managers and surveyors, acting as the senior point of contact between contractors, internal teams, and external stakeholders.
Key Responsibilities

Lead the planning, delivery, and performance of retrofit programmes, refurbishment, fire safety upgrades, adaptations, and energy efficiency projects.

Oversee the financial and operational management of multiple contracts, ensuring delivery against KPIs, SLAs, and budget targets.

Deliver annual investment plans and capital programme budgets in conjunction with finance colleagues.

Ensure compliance with health and safety legislation, contract law, procurement frameworks, and building regulations.

Manage and develop the contract management team, providing coaching, technical guidance, and performance support.

Oversee procurement processes for major contracts, ensuring robust contractor supply chains.

Act as lead contact for contractor and stakeholder relationship management, including performance review meetings.

Support the organisation’s decarbonisation agenda by integrating energy efficiency and retrofit innovations into planned works.

Ensure all works meet quality, regulatory, and certification standards, including PAS 2035 and CDM 2015.
Candidate Profile
Essential:
-
Extensive experience in contracts or project management within housing, construction, or asset investment.

Strong knowledge of retrofit, building safety, and planned maintenance.

Proven ability to manage capital budgets, contractor performance, and technical delivery.

Familiarity with compliance frameworks (e.g. CDM, fire safety, Health & Safety at Work Act).

Demonstrated experience of working with external contractors and internal stakeholders in a strategic capacity.

Full valid UK driving licence and willingness to travel weekly for site inspections and meetings.
Desirable:

HNC in Construction or Building Services (or equivalent).

Relevant professional membership (e.g. MCIOB, RICS, CIH, or equivalent).

Understanding of EPC improvement pathways and SHDF / PAS 2035-compliant delivery.
Work Arrangement

Hybrid working: split between office base and site visits across the Midlands region.
