Interim Regulatory Standards / Consumer Standards Lead (Housing)

Panoramic Associates is currently working with a Local Authority client to facilitate the appointment of an experienced interim lead to coordinate, embed and assure the Regulator of Social Housing’s Consumer Standards across Housing Services as part of a wider Housing Improvement Programme. This role will support the organisation to demonstrate compliance, deliver improvement actions, and maintain robust self-assessment and assurance processes.
Responsibilities of the role:
- Lead the coordination, embedding and assurance of the Regulator of Social Housing’s Consumer Standards across all housing services, supporting compliance, improvement actions, and robust self-assessment/assurance.
- Horizon scan, share and implement (where appropriate) good practice and continuous improvement based on emerging themes from regulatory reports and sector findings.
- Coordinate regulatory self-assessment activity (e.g., Consumer Standards and Housing Ombudsman expectations), ensuring traceability across relevant independent reviews and recommendations, supported by a clear evidence base.
- Coordinate and drive delivery of a Regulatory Standards Action Plan, ensuring actions are owned, tracked and delivered in line with the Housing Improvement Plan.
- Maintain a comprehensive, structured evidence base to support proactive peer reviews, audits and inspections.
- Support services to develop or update service offers in line with new and emerging standards.
- Work with teams responsible for insight and resident engagement to align documentation, reporting and resident-facing information.
- Deliver training and practical guidance for staff on Consumer Standards.
- Establish KPIs and reporting mechanisms for Consumer Standards, including dashboards and regular performance reporting.
- Develop a consistent methodology/framework for ongoing assessments to identify gaps, improvement opportunities and assurance monitoring — including a toolkit (guidance + e-learning) that can be handed over into business-as-usual.
- Support governance and reporting to relevant boards/senior stakeholders and promote best practice across the service (including internal communications and web content where appropriate).
- Maintain clear programme documentation including risk logs, governance papers, milestones and dashboards; prepare updates for governance groups, project boards and senior stakeholders.
- Work closely with internal stakeholders and external partners/suppliers/consultants to coordinate workstreams and support successful delivery and embedding of regulatory standards management.
- Take a leading role in housing strategy and policy development, including research and analysis, drafting policies/briefings, supporting implementation, monitoring performance and evaluating impact.
To be successful in the role you will have:
- Local authority experience.
- Strong experience leading regulatory compliance / consumer standards work within a housing context (or closely aligned regulatory standards environment).
- Proven track record of coordinating self-assessments, action plans and evidence bases for audit/inspection/assurance.
- Experience building practical frameworks/toolkits, KPIs and reporting for service improvement and compliance monitoring.
- Excellent stakeholder management skills, able to communicate clearly with both technical and non-technical audiences.
- Experience supporting policy and strategy development, including drafting briefings and driving implementation.
