Role Purpose: We are seeking a dedicated Building Services Engineer (Mechanical) to join a Local Authority’s Resources Directorate within the Property and Asset Management Division. The successful candidate will be responsible for the daily management, inspection, and monitoring of our mechanical building services and equipment, under the direction of the M&E Maintenance and Compliance Manager. Additionally, this role involves designing and managing both minor and major contracts, delivering our Planned Maintenance Programme, and overseeing contracts and service level agreements for property services provision.
Main Duties and Responsibilities:
Project Management and Design Service:
- Provide professional technical advice on design services and property conditions.
- Ensure adherence to site standards and practices, including health and safety regulations.
- Monitor budgets and contractual relationships on a project-by-project basis.
- Make decisions on costs, quality, design changes, health and safety compliance, and equipment/materials life cycle and costs.
- Handle reactive calls and inquiries, ensuring satisfactory outcomes.
- Manage building services maintenance and servicing contracts for statutory compliance.
Condition Surveying of Properties:
- Conduct detailed building services condition surveys of existing Council and School properties or those under consideration for purchase or lease.
Feasibilities:
- Manage or attend public meetings, represent the Council on external working groups, committees, and projects.
- Consult and collaborate with staff on initiative development and implementation.
- Advise on the feasibility, viability, and cost implications of proposals related to building or development interests.
Qualifications:
- Degree/HNC/HND or time served in a related discipline.
- Membership of a professional body such as the Institution of Engineering and Technology or working towards membership.
- NEEBOSH NGC1 and 2 (Management of Health & Safety and Fire Safety & Risk Management).
- Qualified in ACS Gas Core safety modules.
- Asbestos Awareness training.
Knowledge, Skills, and Experience:
Knowledge:
- Substantial theoretical and practical knowledge in the mechanical field.
- In-depth knowledge of property legislation and building regulations.
- Considerable working knowledge of construction health and safety legislation.
Skills:
- Proficiency in IT and discipline-specific software packages such as AutoCAD.
- Knowledge of BMS systems.
- Excellent communication and organization skills.
Experience:
- Extensive experience in industrial, commercial, or engineering environments.
- Experience in site surveys, report writing, and budget preparation.
Initiative and Independence:
- Ability to assess serious faults or situations and provide solutions.
- Capable of decision-making and using own initiative.
Relationships:
Internal:
- Collaborate with the Property and Asset Team, Estates, internal clients, senior managers, and heads of service.
External:
- Engage with contractors, clients, stakeholders, schools, partnership groups, multi-agency groups, and the public.
Responsibility for Resources:
Financial:
- Direct management of financial resources and control of allocated budgets (approx. £1 million per year).
Planning Requirements:
- Plan and organize own workload and contributions from project team members to meet deadlines.
- Responsible for planning individual mechanical projects and supporting building surveying colleagues’ projects from conception to completion.
