Locum Senior Planning & Highways Solicitor

Hybrid Working – 1-2 Days On site Per Month

£50-55 per hour (Umbrella)
Panoramic Associates is currently working with a South East-based Local Authority to recruit an experienced Locum Senior Planning & Highways Solicitor. This is an initial 6-month assignment with the potential for extension. You’ll be joining a supportive and well-established legal team, contributing to a varied and rewarding caseload in planning and highways law.
Key Responsibilities:
- Advising on minerals and waste local plans, planning applications, and related environmental assessments.
- Providing legal advice on highways functions under the Highways Act 1980, including public rights of way, road adoption, maintenance, traffic regulation orders, and Section 38/278 agreements.
- Supporting major highways and transport infrastructure projects with legal input.
- Handling public rights of way matters, including definitive map modification orders, village green applications, and public inquiries.
- Drafting and negotiating planning and highways agreements (including s106) and advising on statutory orders.
- Advising planning committees and highway panels on governance and compliance with planning and highways legislation.
- Managing planning appeals, enforcement cases, and public inquiries involving infrastructure, land use, and access rights.
- Liaising with internal departments and external stakeholders including district councils, developers, National Highways, and statutory bodies.
Essential Criteria:
- Qualified Solicitor, Barrister, or Fellow of CILEX with a current practising certificate (England & Wales)
- 5-10 years’ PQE, with demonstrable experience advising Local Authorities
- Strong working knowledge of planning law and associated legislation
- Previous experience advising at planning committees is preferred – however, training can be provided for the right candidate
