Pay and Reward Project Manager – Housing Transformation
Contract Type: 12-month role, flexible in days required (likely 2-3 days per week)

Panoramic Associates are working with a local authority in Derbyshire that are seeking a skilled Pay and Reward Project Manager to join their Housing Transformation team on a 12-month contract. This role requires an HR specialist with expertise in pay and reward management, particularly within the context of local authority terms and conditions. The successful candidate will play a pivotal role in transforming the Housing repairs and maintenance service by developing new pay structures, negotiating with trade unions, and implementing changes to terms and conditions.
Responsibilities
- Develop the HR plan aligned with the broader housing transformation programme objectives.
- Design pay structures and conduct budget costings for implementation.
- Advise on and facilitate agreement to new terms and conditions, including the transition from productivity bonuses to salary-based compensation.
- Draft the new local collective agreement outlining revised terms and conditions.
- Conduct job evaluations to ensure equitable pay across roles.
- Provide support for the reshaping of the Housing repairs and maintenance service.
- Manage HR project documentation and data to support the governance framework and ensure compliance.
- Collaborate with the programme team to shape and deliver the cultural aspects of the transformation programme.
Qualifications & Experience:
- Proven experience in pay and reward management, preferably in a local authority or public sector context.
- Strong knowledge of local authority red book and green book terms and conditions.
- Excellent project management abilities, with the capacity to manage multiple tasks and meet deadlines.
- Exceptional communication and stakeholder engagement skills.
- Knowledge of HR best practices and employment legislation.
- Experience with transitioning employees from red book terms and conditions to salary-based structures.
- Proficiency in job evaluation techniques and understanding of equal pay considerations.
- Demonstrated ability to negotiate effectively with trade unions.
