Utilities Manager – Social Housing

Panoramic Associates is currently working with a social housing provider based in London to support the appointment of an experienced Utilities Manager on an 18 month fixed term contract. This is a fantastic opportunity to join an organisation seeking a skilled professional to oversee utility contracts, supplier performance, compliance, billing accuracy, and reporting across a substantial housing portfolio.
The successful candidate will play a key role in managing third-party utility providers, controlling costs, improving processes and systems, and ensuring effective coordination across multiple teams and stakeholders.
Responsibilities of the Role:
- Managing utility contracts and third-party utility providers across the portfolio.
- Monitoring costs, ensuring accurate billing, and identifying opportunities for improved cost control.
- Overseeing portfolios ranging from £2m to £3m.
- Ensuring all utility-related activity is compliant with relevant legal and regulatory requirements.
- Embedding new procedures and improving utilities-related processes and systems.
- Producing dashboard reporting and providing clear oversight of utility performance, cost, and supplier activity.
- Reporting on and interpreting bulk supply arrangements and supply chain accumulation.
- Working closely with internal teams and external stakeholders to ensure services are aligned and delivered effectively.
- Supporting sustainability initiatives and carbon reduction objectives.
- Managing stakeholder relationships across operational, commercial, and supplier environments.
To be successful in the role you will have:
- Experience managing utilities within a social housing, housing association, property, or similarly complex portfolio environment.
- Strong contract management experience, including oversight of third-party utility providers.
- Experience controlling utility costs and validating billing accuracy.
- Knowledge of utilities compliance and regulatory requirements.
- Experience embedding new procedures and improving operational processes.
- Strong stakeholder management skills, with the ability to work across multiple teams.
- Experience producing dashboard reporting and using data to support decision-making.
- An understanding of bulk supply arrangements and supply chain accumulation.
