Panoramic Associates is currently working with a Local Authority client to appoint an experienced Interim Waste Operations Consultant to lead on bringing the externally sourced waste and fleet service back in-house.
This role is critical to stabilising operations during transition, embedding new structures, and ensuring service continuity while building a sustainable in-house model.
Key Responsibilities
- Lead the in-sourcing of waste and recycling services, managing transition from external provider to local authority control.
- Oversee and stabilise frontline waste and recycling collection operations, ensuring uninterrupted service delivery throughout transition.
- Take full responsibility for fleet operations, compliance, and operational readiness.
- Line manage senior operational staff, including Collections Managers and Processing Facilities Managers.
- Design and implement new operating structures, processes, and performance frameworks suitable for in-house delivery.
- Lead waste transformation and service improvement projects, embedding consistency, accountability, and control.
- Ensure full compliance with health & safety, operational, and statutory requirements.
- Overseeing a Material Recovery Facility (MRF).
Essential Experience & Qualifications
- Demonstrable experience leading or supporting in-sourcing, contract exit, or major service transition within Waste Services
- Strong local authority waste services experience.
- Extensive experience managing fleet operations within waste services.
- Experience delivering waste transformation or major service change.
- NEBOSH Certificate
- Relevant fleet management qualification (e.g. CPC).
