JOB ROLE: Interim Transition Manager – Recycling & Waste Services
LOCATION: South East England
CONTRACT LENGTH: 12 months (likely extension)
DAY RATE: Outside IR35
DAYS IN OFFICE REQUIRED: Hybrid (2-3 days per week onsite)
Panoramic Associates is currently working with a Local Authority client to facilitate the appointment of an Interim Transition Manager – Recycling & Waste Services on an interim basis for 12 months (with likely extension).
The council is undergoing a significant change project, to their weekly collection service. This post has become available to lead the transition project through delivery, working closely with internal teams and stakeholders to ensure a smooth operational shift, aligned with council objectives and deadlines.
Responsibilities of the Role:
- Lead the end-to-end transition of waste services from sacks to wheelie bins
- Engage with internal stakeholders and external partners to drive project success
- Oversee project timelines, risks, and compliance with Health & Safety protocols
- Support procurement, service mobilisation, and internal team coordination
To be successful in the role you will have:
- Proven experience in project or change management, ideally within local government.
- A background within the waste/environmental sector and understanding of relevant legislation.
- Ability to lead cross-functional teams and manage service transformation initiatives.
- Procurement experience within council setting.

This assignment is a 12-month contract (with likely extension) and offering between a day rate Outside IR35. There will be a mixture of remote working with a requirement to be onsite 2-3 days per week.
