Personal Experience, Professional Purpose

From a formative experience of family bereavement and the tragic loss of friends, Stephen describes how these events shaped a lifelong dedication to creating supportive environments for others. Witnessing first-hand the impact of social and mental health challenges, he found himself compelled to act, seeking ways to make a difference through public health.

A Career Without Borders

Stephen’s early career saw him increase physical activity in primary care, work at national and European levels, and navigate the transition of public health into local government. Working with 16 EU member states, he learned the value of diplomacy, empathy, and seeking common ground skills now central to his work in Stoke-on-Trent’s diverse communities. He reflects on the importance of listening and building coalition, whether at an international table or on the ground in local neighborhoods.

Innovating for Impact in Stoke-on-Trent

As Director, Stephen holds a broad portfolio: public health, leisure and wellbeing, trading standards, bereavement care, and domestic abuse services. He explains how this integration enables creative solutions investing commercial revenue from leisure services back into social initiatives, and weaving community voices into programmed design. A major focus is on reducing health inequalities: addressing mental ill health, addiction, and delivering the “Family Matters” initiative, which draws on trusted local organization’s to strengthen families and reconnect Stoke’s six towns.

Listening, Learning, and Measuring Success

Stephen is clear: success is measured not just by figures but by the lived experiences of communities. Through continual feedback from families, faith groups, and grassroots partners, his team tailors and evolves support where it’s needed most. One stand-out achievement? Launching a sustainable exercise referral programmed that’s been running for nearly 20 years, and leading an award-nominated campaign to boost MMR vaccination rates through open engagement and flexible delivery proving that trust and adaptation are as important as strategy

        Exploring the Future of EdTech at the Festival of Education

        At Panoramic Associates, we’re committed to staying ahead of the curve when it comes to the evolving landscape of education. That’s why Panoramic Associates’ Meg Dorsett and Beth Tucker recently attended the Festival of Education, one of the UK’s leading events exploring the future of teaching, learning, and school leadership.

        Among the standout themes this year was the rapid integration of AI and technology in schools, not just as a supplementary tool, but as a core driver of change in how lessons are delivered, assessed, and even planned.

        The Shift Towards Tech-First Teaching

        Across the talks and discussions, we saw how Multi-Academy Trusts (MATs) and schools are pushing forward with digital transformation strategies, with many aspiring to become Apple Distinguished Schools or Certified Google Educators.

        A significant trend we observed was the shift to a 1:1 student-to-device model, where each learner has their own tablet or iPad. Apps like Showbie and AI-driven tools such as Gemini are revolutionising lesson planning, giving educators the ability to create comprehensive, differentiated learning experiences at the touch of a button. In one session, a school leader demonstrated how Gemini could produce six distinct assessments and lesson plans in just minutes, all from a single topic. These resources were instantly accessible to students on their devices, giving them greater autonomy and more personalised pathways through the curriculum.

        AI in Assessment and CPD

        Many educational leaders predicted that AI will soon become the default for marking and assessment, streamlining processes and reducing teacher workload. But the influence of AI and EdTech isn’t just limited to students, it’s also transforming Continuing Professional Development (CPD).

        Several MATs we spoke to are undergoing Trust-wide transitions to adopt either Google or Apple ecosystems, with some establishing themselves as Regional Apple Training Centres. The goal? To have all staff recognised as Apple Distinguished Educators, ensuring confidence and consistency in using tech-enhanced learning approaches across the board.

        What struck us most was how these innovations are not about replacing teachers; they’re about empowering them. By automating repetitive tasks and supporting differentiated planning, AI tools allow educators to focus on what really matters: student engagement, creativity, and individual support, especially for those with SEN or varying learning needs.

              Having worked in multiple roles across education Pam is currently an Operations Director with Aurora across the North region. They provide specialist education for children with a variety of special educational needs and from ages 5 to 19 in a range of settings.

In this capacity, he concentrates on supporting schools with specialist practices for complex learners and assisting them in establishing and managing their own internal alternative provisions.

                  Martyn has consistently delivered sustainable outcomes, resulting in service improvement for residents and in doing so achieved significant savings in excess of £100m to those organisations with whom he has worked.

                  Tim Carr is an experienced project and change consultant having delivered change across multiple areas of local government and private sector in transformation and improvement.                     Part 1: Cumbria’s Next Chapter – Will a Mayor Redraw the Map?

                    Cumbria is on the cusp of a historic transformation. A proposed devolution deal could soon introduce a Mayoral Combined Authority (MCA), reshaping how the region is governed and unlocking new powers for local leaders. But what does this mean for residents, businesses, and the two newly formed unitary councils—Cumberland Council and Westmorland and Furness Council?

                    Background: Why Devolution, Why Now?

                    In April 2023, Cumbria’s former county and district councils were replaced by two unitary authorities. Fast forward to December 2024, and the UK government’s English Devolution White Paper set out plans to bring decision-making closer to home through a new MCA.

                    This initiative, part of the broader Devolution Priority Programme, could bring Cumbria in line with other devolved regions, like Greater Manchester and the West Midlands, offering local leaders’ control over key policy areas.

                    What’s Changing?

                    Under the proposed model:

                    • A directly elected mayor could be introduced in May 2026
                    • Powers would be devolved from Westminster to a regional level
                    • Existing councils would continue delivering local services like waste, social care, and planning
                    • The new MCA would focus on strategic functions like transport, housing, economic development, and health

                    The Impact So Far

                    Residents are understandably cautious. Concerns have been raised about:

                    • Bureaucracy and the potential for yet another layer of government
                    • Loss of local autonomy and diluted influence for communities
                    • Funding challenges and potential resource strain on the still-young unitary councils

                    MP Tim Farron has voiced worries about public appetite for further reorganisation, while local leaders acknowledge the need for clear roles and collaborative governance to make this work.

                    The Potential Payoff

                    Still, there’s cause for optimism. The deal promises:

                    • Strategic investment and long-term funding
                    • A stronger regional voice in national debates
                    • Potential growth in sectors like tourism, nuclear energy, and clean tech
                    • Improved planning for housing and transport—critical for tackling Cumbria’s geographic and demographic challenges
