Waste Transformation Programme Manager

The Council is seeking an experienced programme professional to provide day to day programme management of its Waste Transformation programme. This is a high priority programme for the Council and is included in the Improvement and Recovery Plan (IRP) that has been agreed with government commissioners. The Waste Transformation programme covers a number of sub-programmes / key workstreams, including:
- Operating Model
- People
- Equipment & Vehicles
- Information Management & Data
- Estates & Infrastructure
- Communications & Engagement
The post holder will be required to work closely and effectively with senior management (reporting to the Assistant Director for Waste) and colleagues at all levels within the Waste Transformation Programme and wider Street Scene division. Effective working relationships will also be required with the wider community of programme / change professionals, within the City Operations directorate and across the Council as a whole.
Key areas of activity will be agreed with the AD for Waste, the Director of Street Scene and the Transformation Director, but are likely to include:
* Provide strong leadership to programme resources, partners and consultants, defining work, ensuring deadlines are understood and adhered to and that the programme objectives are clearly articulated and understood.
* Manage the successful delivery of the programme on time, to budget and of the right quality, using project management methodology where appropriate, taking responsibility for all reports to the programme board and other senior management boards.
* Maintain control of the programme scope through an effective change control process, consulting with key stakeholders as needed, and ensuring that all project documentation is managed effectively, including effective record keeping and version control.
* Play a key strategic role in the development of new initiatives into the programme to support the vision, objectives and core values of the Council, working closely and maintaining effective relationships with senior officers and other key stakeholders to ensure clear and effective channels of communication.
* Proactively monitoring programme progress, resolving issues and initiating appropriate corrective action.
* Defining / implementing / maintaining the programme’s governance arrangements – in line with the corporate IRP assurance and reporting process. This will include taking lead responsibility for programme reporting to the monthly Waste Programme Board and onwards to the monthly City Operations Transformation Board.
* Ensuring effective quality assurance and the overall integrity of the programme – focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with other strategic portfolios of change and interfaces with other programmes.
* If / when appropriate, managing the programme’s budget, monitoring and reporting expenditure and costs against delivered and realised benefits as the programme progresses.
* Ensuring the delivery of new products or services from projects is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and governance arrangements.
* Strategic workforce planning across the programme, flexibly responding to changing priorities, whilst ensuring there is allocation of common resources and skills within the programme’s individual projects.
* Managing both the dependencies and the interfaces between projects and initiatives within the programme.
* In partnership with the City Operations Portfolio team and the Corporate PMO team, developing and implementing consistency and standards across project management and performance reporting.
Requirements:
- Relevant Experience in the Local Authority setting
- Strong track record of programme managing complex and fast-moving change and improvement programmes within a wider portfolio of organisational change.
- Proven programme management abilities and experience.
