Role: Substantive Procurement Manager – Adult, Children Social Care and Public Health
Salary: £55,000-£60,000 per annum
Working Arrangement: Once a month onsite
Location: South of England
Panoramic Associates are proud to have partnered with a Local Authority in the South of England to support with the recruitment of a substantive Procurement Manager – Adult, Children Social Care and Public Health. This is a predominantly remote role where you will be expected onsite once a month.
Depending on experience the salary banding for this role is £55,000-£60,000 per annum.
Role:
The role reports directly to the Corporate Head of Service for Procurement and is responsible for providing a professional and customer-focussed service through the successful delivery of Adult and Children Social Care and health commissioning and commercial projects.
You will develop and implement innovative approaches to supply arrangements that minimise costs and commercial risk, and deliver cashable savings, whilst at the same time enhancing the services the council provides through added social value.
Upcoming projects/tenders you’ll be involved in:
- Framework extensions under PCR15
- Ongoing work on Supported Living, Homecare, Passenger Transport, and Short Breaks services
- Opportunity to retender key frameworks
- Potential collaboration with a neighbouring authority via a shared children’s procurement service
Requirements:
- CIPS/MCIPS qualified with TPP/Procurement Act 2023 training (deep-dive knowledge of PA23 is a real plus)
- Solid end-to-end procurement process experience
- Local government procurement background in children’s/adults’ social care and ideally some exposure to public health
- Experience with above-threshold tenders
- Familiar with Proactis (or similar public sector tender portals)
- Commissioning experience is a bonus
- Ambitious – eagerness to progress in the role
- Positive mindset and “can do” attitude
