Programme Manager – Capital works
Salary: £50,500.00 – 55,500.00
Location: Suffolk- Flexible – Home, Office & Site
Panoramic Associate is currently supporting a Suffolk-based council in their search for a Programme Manager for Capital Works.
We are seeking a candidate who can take ownership of cost control and maintain quality standards across a wide range of construction and maintenance services. This role will involve providing expert advice and overseeing contract management from feasibility studies to the final accounts of major projects.
In this position, you will offer up-to-date building surveying and technical guidance to a team of Surveyors, the Compliance Team, and other council sections, ensuring well-informed decisions and recommendations.
As Programme Manager, you will be responsible for formulating, developing, procuring, and delivering capital and revenue investment programmes, including minor works and disabled adaptations to housing and corporate assets.
Main Responsibilities/Accountabilities/Key Result Areas:
- Assist the Head of Investment & Compliance in preparing the 30-year programme to inform the Strategic Business Plan.
- Maintain the disabled adaptation waiting list.
- Manage a team of specialist staff to deliver the asset investment service effectively.
- Conduct scheme appraisals for refurbishment and regeneration projects.
- Contribute to future service plans and ensure compliance with statutory, regulatory, and best practice requirements.
- Implement related strategies, policies, and procedures, ensuring compliance with statutory and regulatory standards.
- Ensure disabled adaptations are delivered within target and budget provisions.
- Lead the development of investment programme cycles in collaboration with key stakeholders to meet statutory and regulatory requirements, including Decent Homes standards and net carbon zero targets.
