Panoramic Associates are currently working with a Local Authority in the midlands who are looking for an interim EHC Plan Analyst to join them on an initial 6-month contract. The assignment is outside of IR35 and can be undertaken remotely.
The candidate will report into the Assistant Director for Education and Head of Service (SEND).
The postholder will initially carry out a scoping exercise to ascertain the volume of the local area's EHC plans for which a financial health contribution may be appropriate and is not already co-funded
There will then be an activity to develop and implement a plan to ensure that resource is appropriately provided by the relevant organisation for the support and provision outlined in EHC plans to meet the identified needs of the child or young person to enable them to achieve their outcomes.
They will provide expert advice and information with regard to the current EHC plans providing evidence as to where support and provision should be jointly commissioned with funding fairly allocated from the relevant budgets.
The postholder will also work closely with the SEN service as well as other professionals, partners, parents, and carers to develop and implement a legally compliant and equitable allocation model for the resourcing of EHC plans across the local area.
- Lead the analysis of the funding of SEND in Local Authority and report on the findings making recommendations for co-funding arrangements in line with relevant legislation having an in-depth knowledge and understanding of the Education Act (1996) and the Children and Families Act (2014) with regard to all aspects of SEND legislation as well as the SEN Code of Practice: 0 to 25 years (January 2015)
- Manage and maintain the highly complex arrangements and relationships between the NHS and LA in relation to children and young people with Special Educational Needs and Disability
- Provide high level scrutiny and assurance to the local area partners
- To provide support and challenge to senior colleagues
