Role Overview
This position offers a key opportunity to drive a transformative shift in how heating systems are managed across the borough, contributing to the net-zero goal while ensuring the delivery of energy-efficient, warm buildings and improved air quality. Heating represents over 40% of the borough’s emissions, making the transition away from fossil fuels like gas boilers a critical component of our climate strategy. In this role, you will develop and execute strategies to decarbonise heating, collaborating with various departments including Housing, Facilities Management, Planning, and Regulatory Services.
Key Responsibilities
- Provide expert guidance to councillors and senior officers on heat decarbonisation and network strategies, including compliance with proposed heat network zoning regulations.
- Oversee the planning, procurement, and management of heat pump and network projects, including feasibility assessments and business case development, in collaboration with Housing and Corporate Assets.
- Manage and expand heat networks in the borough, building upon existing energy master plans and ongoing projects, including those led by the Council, DESNZ, GLA, and third-party developers.
- Act as a change agent by engaging with both internal and external stakeholders, staying informed about advancements in energy and heat decarbonisation.
- Lead efforts to secure funding for heat decarbonisation initiatives, including revenue and capital applications, and ensure effective implementation.
- Provide strategic advice on balancing building retrofits and clean heating system deployment, working with experts as needed.
- Represent the Council in external forums related to net-zero carbon heat, including collaboration with other boroughs and regional bodies.
Essential Knowledge & Skills:
- Comprehensive understanding of heat decarbonisation strategies, projects, markets, and policies.
- Technical expertise in heat pumps and networks; relevant qualifications are advantageous.
- Proven experience in designing and delivering heat decarbonisation projects, with a track record of securing funding from sources like PSDS, HNDU, HNIP, and GHNF.
- Skilled in developing policies and strategies that align with organisational priorities.
